Here is what his foster family had to say:
Roscoe is a very loving. He is interested in everything you do and wants to be a sidekick! He is a dog that thrives on attention and physical contact, and considers himself a lap dog. If you're on the couch, he's on it with you! The cutest thing he does is hard to describe - he loves being "buried" in a blanket. If there's a blanket on the couch, he'll nuzzle his way under it until he is completely hidden by it. - you have to prod any spots on the couch before you sit down to make sure you don't have a dog for a seat cushion!
Roscoe is slightly skittish with strangers however he is always friendly and after meeting someone for the second time, it's like they are family. Pretty sure he would go live with any one of our neighbours. All you have to do is pet him and he'll love you for life! He would be great with children who are a bit taller, as he has the tendency to get excited and tries to jump up into your arms, which may knock over small children. He is a bit more comfortable with men, but has no reservations about sleeping on the couch beside anyone.
Roscoe just wants to play with any other dogs. He gets along with cats however he does pay attention to them (which cats may not like). He is very well behaved in the home. He is non destructive (even when left alone) so I haven't had the need to crate him overnight or when I am at work. He does hate to be left alone and will bark when you first leave so a house would be a better option so he doesn't disrupt neighbours.
Roscoe likes to sleep beside you, and burrow under any covers/pillows etc. He really likes to cozy in! He also goes nuts for "wanna go fer" or "wanna go" (outside) Its super cute! He easily gets excited but tires quickly (after about 10 minutes). He sheds very little which is great because he does want to be beside you on the couch.

He responds (comes) to his name, and he knows "sit". He is also very gentle with taking treats from your hands. He is house trained and will cry at the door to be let out. He easily makes it down the hall, in the elevator, out the basement doors, and to a post/hydrant. He loves riding in the car. He is accustomed to being a "front seat dog" and likes sitting shotgun. He settles down and falls asleep after looking out the window for a few minutes. He is a great road trip companion! He is not leash trained however due to his size it is easily managed.
Roscoe is has really good house manners and loves to be with people. Our neighbours who have dog-sat for us just love him. He will do well in just about any family situation where he is getting love and attention. He would love someone that is home more often than not as he likes to be with you 24/7 which I understand is part of the MinPin personality. He is just a wonderful companion and anyone will be lucky to have him!
