Phoebe (fka Hilda from Philly ACCT) as her photos show has dealt with some serious neglect, there is never a reason any dog should be in this condition. Phoebe is esimated to be under 1 yr of age and just the sweetest girl even though life has not dealt her a great hand so far. Phoebe is now safely with LCPO and she will get the care she needs so that she can move on to a loving, responsible furever home!
