Phoebe lost her loving home and came to the shelter with her mom Cali and sisters Prue and Piper. Phoebe was very scared and so upset to lose the only family that had ever loved her. She is still a bit upset, but I sure don’t blame her, do you? But once you spend some quality time with this darling girl, she will learn to trust you and become your friend. She desperately longs for a loving family again and I am sure she would love for Piper to come along!
