Roxy was brought into care by Humane Law Enforcement on October 27, 2025.

Roxy is a shy, sensitive shepherd who's had a pretty small world up until now, and she's looking for someone who can help her gently expand it. She needs a slow, steady approach - the kind that lets her take in new things without feeling overwhelmed. Once she starts to trust, you'll see her soften and look to you for reassurance, building a bond that feels genuinely earned. Because new dogs can be stressful for her, she'll do best as the only dog in the home where she doesn't have to navigate that pressure. Roxy thrives in calm environments with predictable routines and people who understand that progress comes in small, meaningful steps. With patience, consistency, and kindness, she'll become a loyal companion who truly blossoms under the right care.

Our lifesaving safety net has helped San Diego become the largest city in the U.S. to keep healthy and treatable shelter animals from being euthanized.
