Operation Safe Canine Animal Rescue (O.S.C.A.R.) is an all-breed, all-volunteer rescue based in the Portland, Oregon, metropolitan area. Rescue efforts extend into Washington & Idaho, with the help of volunteers that open their homes and donate their time to save dogs in need.

Each applicant will complete an Adoption Application, submitted to the rescue for review and approval. Once the initial application is reviewed & approved for processing, the applicant will be contacted for a home inspection. The final step is a meeting with the applicant and the dog of their interest.

Yet animal shelters are filled with dogs and cats who must find homes.
So rather than buying a dog or puppy for sale from a dog breeder or buying a cat or kitten for sale from a cat breeder, we encourage people to adopt a dog, adopt a cat, adopt a puppy or adopt a kitten at their local animal shelter, SPCA, humane society or pet rescue group.
