Potential adopters can find an application on our website. We ask for 3 references that are not family members and who do not live in the same household as the adopter. We also do a home visit. Once an adopter is approved and we are ready to hand a dog over, we do require adopter to sign a contract and pay $350 adoption fee.

About It's Ruff Without a Roof
It's Ruff Without a Roof is an all-volunteer, 501c3 non-profit dog rescue located in Northeast PA. Our mission is to rescue, rehabilitate and rehome our dogs from high-kill shelters in the rural south. We are committed to saving the lives of dogs in southern kill-shelters who didn't stand a chance. All of our dogs were on the "emergency list" and scheduled for euthanization. However, we could see in their eyes that they deserved a chance at life - a chance at a great life with a loving owner.

Some people are interested in a very specific breed of dog, cat, puppy or kitten and they think the only way to find that specific breed is to buy a dog for sale or buy a cat for sale from a puppy breeder or a kitten breeder. Yet animal shelters are filled with dogs and cats who must find homes.
So rather than buying a dog or puppy for sale from a dog breeder or buying a cat or kitten for sale from a cat breeder, we encourage people to adopt a dog, adopt a cat, adopt a puppy or adopt a kitten at their local animal shelter, SPCA, humane society or pet rescue group.
