MEET PENELOPE!
This little beauty is about six years old and weighs 16 lbs.
Penelope has been a dream foster -- she does not chew or bite, seems to be housebroken (but she is taken out regularly just to be sure) and is extremely good-natured. She is getting along great with dogs of all sizes (from 6 to 100 lbs) in her foster home.
She is great on a leash and should be walked securely on a leash any time she is outside or she will take off chasing anything that moves. (We suspect this is how she ended up homeless and we don't want that to happen to her again!)
Penelope seems to like women and children a little more than men, but it's likely she won't be hard to win over. She will try to steal people food -- but we can't really blame her for that Fortunately she's little so that shouldn't be a big problem if you know to watch for it.
We do not know her breed mix for sure -- originally we were guessing Pekingese/Papillon or some sort of mix like that. But a from a photo identifier search she really looks a lot like a Japanese Chin. If that is what she is, it would explain her very agreeable nature.
