Cecil is an all around outgoing and friendly young guy. He doesn't seem to let anything phase him. Cecil was found abandoned in an apartment yet happily accepts his situation. Just look at his half moustache! Cecil is neutered, up to date on vaccinations and ready for his once and forever home.
