But he’s a brave boy, walks well on a leash, and is learning that the world isn’t so scary after all.

Despite everything, Phil doesn’t hold a grudge—he LOVES people and their laps and is ready to give his whole heart to a family that will love him back. His sweet, unique face might not always show his emotions, but trust us—this pup is pure joy.
