Here's what the humans have to say about me:
Name: Phoebe Age: 4-5 years Breed: mixed breed Gender: Spayed Female Current Weight: 34.8lbs Estimated weight when grown: full grown House broke: No, will need A LOT more training Good with Dogs: Most, may be selective Good with Cats: No Good with Children: Yes Heartworm Test: negative Adoption Fee: $100 Misc. Information: Phoebe has been at the shelter since July of 2025 coming from a hoarding case that had to go through a court process. She has been an absolute sweet girl the entire time that she has been here and has done very well, that speaks volumes since it has been so long. She got to spend a few days outside the shelter in a home with a loving foster family which gave us a little more insight on how she will be outside the shelter. Here is what the foster had to say about her visit... No separation anxiety. Left her in my office when leaving the house and overnight and she did excellent- didn’t tear anything up or make a peep. I think she would be fine being left out in a house alone. She’s a very quiet dog. Would be good for an apartment as long as she’s given a long daily walk/plenty of exercise. She doesn’t destroy anything in the house. She played with her toys and only her toys, didn’t try and chew on the couches, kid’s toys, shred anything, etc. Very well behaved indoors! Great with kids! School aged kids recommended as she jumps up when excited and alligator rolls while kicking her feet simultaneously that would send a tiny kid flying. Her favorite activity is launching herself on the couch and alligator rolling all over it with her stuffed fox in her mouth. LOVES her stuffed fox and doesn’t destroy it - just tosses it around playfully while mouthing it. Loves wet food on top of her kibble and salmon oil added. Loves treats and takes them very gently. Also LOVES belly rubs! LOVES going outside!!! Think she would want to spend the entire day outside if we had a fenced in yard. She loved going for walks when she could sniff ALL THE THINGS. She does NOT do well with cats and more than likely won't do well with other small animal type pets. She may be dog selective as she did not like their large dog (100 lbs) but did great with their smaller older dog. She is not potty trained and will need a lot more work in this area. She will pee and poop outside and very treat motivated so house breaking her with positive reinforcement and patience will be possible. She will use a pee pad while inside. She is going to require some leash training as she is a puller. Due to her having an elongated soft palate, the use of a harness verses a collar and leash is highly recommended. If you use a collar and leash while she is pulling she is going to start coughing more than she normally would and it will irritate her throat. She would make an excellent dog for someone that loves to go on outdoor adventures and/or has a fenced in back yard, has school aged children. She’s super sweet and has a whole lot of love to give!!! She’s been the best foster we’ve ever had in regard to her house manners/not chewing anything/being left alone/non-barking/etc. She just needs a little bit of patience, daily exercise, training and will make the perfect addition to a family! The shelter provides a 5-day health guarantee for adopted animals. This includes health conditions not present or known about by the shelter at the of adoption, which adopter becomes aware of within 5 days. Injuries or accidents that occur at the adopter's home are not covered. The shelter is not responsible for incurred costs from local veterinarians due to non-compliance. ALL adoptions are final! Animals can be returned to the shelter for any reason, however, there are NO refunds or exchanges.

So, what is an open adoption policy …..
Here at Jefferson City Animal Shelter we take an Adopters Welcome approach to pet adoption. That means...no long application process, no judgement and in many cases you can take the pet home the same day!
Did you know that the Humane Society of the United States, The Shelter Project, Maddie’s Fund and ASPCA are just a few of animal advocate groups currently supporting the “open adoption” process.
So, what does an open adoption policy mean for the animals…..
It means: Reducing the length of stay for the pet, in a stressful environment. Which in turn, opens up much needed space for more unwanted pets to be helped.
Did you know that Open Adoption policies are premised on data and studies that prove that returns do not increase when adoption restrictions are lifted.1
According to The Humane Society of the United States research shows that marketing techniques like same day adoptions, pets as gifts, reduced adoption fees and other adoption gimmicks have NO NEGATIVE effect on the care and love animals receive once they’re in their new home. And getting pets home as soon as possible actually protects them from stress and illness, even euthanasia.1
So if you are considering a new pet ...stop by the Jefferson City Animal Shelter we have awesome companion animals just waiting for a Happy Beginning.
