Tootsie is an adorable 4-year old female Beagle who was brought to the HSOV on December 29, 2025 by a Washington County Ohio Deputy Sheriff who picked her up on Anderson Road in the Fleming Ohio area after she wandered up to a compassionate family's home and tried in vain to locate her owner.
This little sweetheart has a brown-and-black coat, a long tail, and a beautiful Beagle face with expressive brown eyes, a slender muzzle, and extra-large floppy ears which beg to be petted.
Tootsie has the super sweet personality for which the Beagle breed is known and is prized as a family pet.
Tootsie has a rounded belly (sigh) and will likely be hearing the patter of tiny feet and the soft cries of puppies in her future since we are fairly certain that she is pregnant.
Tootsie weighs 29 lbs.
These photos were taken shortly after her arrival on December 29th. The afternoon temperatures that day were chilly, so our HSOV kennel techs outfitted Tootsie with a warm black-and-white plaid jacket. Tootsie begged politely for attention from our Beagle-loving photographer who was already in love with this adorable dollbaby.
In compliance with the Ohio Revised Code, Tootsie was held for the mandatory three-day stray hold so that her family would have an opportunity to reclaim her with proof of ownership. Surprisingly nobody had called or came look for Tootsie as of January 2nd 2026.

Shelter management reviews applications for approval. If approved, potential adopters will be notified.

All HSOV dogs and cats must be spayed/neutered before being adopted and going to their new home.

Our adoption process includes an adoption application which must be completed and approved by our shelter management. We verify veterinarian references and also approval from landlords if the pet will be housed in rental property. Home visits may also be required prior to adoption. All dogs/cats must be spayed/neutered before being adopted.
Adoption fee for dogs is $150.00 which includes vaccinations, wormer, flea treatment, dog tag, microchip, and spay/neuter.
Adoption fee for cats is $40 and includes vaccinations, wormer, flea treatment, and spay/neuter. Most adult cats (and kittens over 3-months of age) have already been spayed/neutered.
Adoption fees for other species varies.
