The dog had been wondering in our neighborhood for a month or more. I thought he belonged to someone he wasn’t terribly thin. I was watching him while I was driving the neighborhood and my car and noticed he was trying to lick snow off the ground and getting in trash cans, trying to get in them at least and then he started eating a paper towel that had fell out of the garbage can. I realized he was starving and dying of thirst he ran into a backyard and there was a man there. I asked him if it was his dog and he said yes he had been wondering what to do with him because he couldn’t afford to take care of him. I ask him if he realized the dog was starving. He said he couldn’t take care of it. I told him I would give him $60 if he would give me the dog and I would make sure it got a good home. I brought the dog home. He was so dehydrated. He was slobbering all over. I had to limit his water to every 15 to 20 minutes and small amounts. He was starving so I had to feed him rice and chicken
