Meet Phill-Lip, a charming brown tabby kitten who is the perfect blend of spunk and sweetness. After arriving at the shelter with a lip avulsion, he underwent a successful surgical repair and has spent his recovery showing us just how resilient he truly is. Now that he is healing beautifully, his true personality has blossomed, revealing a kitten who is just as eager to play as he is to settle down for a long nap in your arms.

Phill-Lip has a wonderful way of gauging the mood of the room. He is a happy, social boy who loves to chase toys and explore his surroundings with curiosity, yet he is just as quick to seek out a lap the moment things quiet down. He is looking for a home where he can continue to grow, thrive, and share his affectionate nature with a family of his own. With his surgery behind him and a bright future ahead, Phill-Lip is ready to bring a lot of love and a little bit of play to his forever home.

Meet the Pet

At the shelter, adopters will be able to meet a maximum of three (3) pets per visit, with ten (10) minutes per pet.

Take the Pet Home

Adoptions are conducted on a first-come, first-served basis.

Adopters will not be able to submit applications to adopt animals in advance, or place adoption holds on animals.

Adopters will be able to meet a maximum of three (3) pets per visit, with ten (10) minutes per pet.
We will be unable to assist with pet-to-pet meets. Please keep your furry friends at home, adoptable pets will not be able to meet resident pets at the shelter.
Prepare enough time for your visit. Adopters should expect that it may be up to two (2) hours at the shelter to process an adoption, including meeting pets, an adoption consultation, and waiting periods. Wait times may be significantly longer on weekends.

Multnomah County Animal Services (MCAS) is the only open door shelter in Portland. We are the primary agency responsible for lost pet care, animal abuse investigations and animal rescue in Multnomah County. We also offer dog and cat licensing, lost and found pet services, and animal adoptions through our shelter in Troutdale. MCAS is a division of the Multnomah County Department of Community Services (DCS).
