Rescue FAQs

We are a foster based rescue in Spokane, WA. At PHR, we strive to decrease the euthanasia rate of high risk dogs in the southern United States by transporting pregnant dogs and puppies to the Pacific Northwest to find adoptive homes. We are 100% foster based and rely on volunteers and fosters to help in our mission.
We are a foster based rescue located in Spokane, WA but we rescue dogs from high-kill shelters in Texas and work with Austin Pets Alive to transport these dogs to WA. We primarily rescue pregnant dogs and new mamas with puppies that are on euthanasia lists in shelters in Hondo, Beaumont, Pecos, Lake Jackson (Brazoria County), Edinburg and Big Spring, Texas. We adopt our pups out in the areas of WA, OR, ID and MT and offer a Puppy Express Delivery service monthly (though the overwhelming majority of our adopters pick up their new family member in person).

Additional adoption info

Minimum Adoption Donation is $550 for dogs under a year and $450 for dogs one year and older. Adopters may choose to travel to Spokane to pick up their dog or use our monthly transport option, Puppy Delivery Express, for an additional donation of $250. Puppy Delivery Express currently delivers pups throughout Washington and to parts of Montana, Idaho and Oregon.
