It seems that misinformation runs rampant in political circles, and also in some animal welfare circles. Recently misinformation has been circulating about the TLC Animal Shelter aka TLC Canine Center, based in Newell, Iowa. The TLC has been in operation for 17 years… located in Newell, with NO affiliations in Nebraska or South Dakota. THE REASON THE TLC CANINE CENTER EXISTS
The TLC Canine Center in Newell, Iowa is a shelter for homeless and abused dogs in Northwest Iowa. The primary physical facility is small, with space for about 24 dogs, so there is never enough room for all the dogs needing care. Because of a lack of commitment connected with pet ownership, and sometimes legitimate circumstances, there are far too many homeless, abused, or neglected dogs that are for some reason “dumped.”
TLC Canine Center Shelter is a registered 501(c)(3), nonprofit shelter for dogs. It is a non-funded, totally volunteer center with no paid employees. We are thankful for many organizations and individuals that support the shelter. Without them, we could not survive! We are always in need of financial support to help with the day to day care of the animals and the vet bills which never end. The initial cost of most dogs brought to the shelter is at least $150. This includes necessary shots, treatment for parasites, neutering or spaying, and any other needed care. Often there are additional medical bills as we determine the specific problems of the individual animal.
The TLC Canine Center is a busy place. Someone spends at least 5 hours a day at the center, working directly with the dogs, and most evenings are spent returning phone calls, updating records, and doing general book work. Faithful organizations and individuals help; Buena Vista University students and instructors, as well as area high school students, walk dogs whenever they can. Many committed adult workers do whatever needs to be done. We receive many calls requesting that we take a dog—either a person’s own dog which for some reason he/she has to relinquish, or a stray that has been left on his own. Our criteria for accepting a dog is NEED… we do not discriminate by breed, age, or health There is always a waiting list, so we work with a network of other shelters and rescue groups that are willing to help if they have room. Sometimes a dog is at the TLC for a few days, sometimes for a week, and sometimes for months. If a dog has been abused, it takes a lot of patience, effort, and love to rehabilitate him! There is no time limit on how long we keep a dog. Several badly abused dogs lived at the TLC for more than a year before we found them loving, forever caregivers. A few live out their entire lives at the TLC or a TLC sponsored home. Pawtential adopters are screened very carefully because we want the relationship to work, both for the sake of the people and for the sake of the dog. An adoption agreement must be signed regarding proper care of the animal, and we send the dog on a temporary basis (an overnighter, or a weekender) to see how the dog and the humans get along. Usually the relationship works; if not, we gladly bring the dog back at the shelter. Our goal is to successfully match every TLC adoptee with a forever family. Last year we re-homed more than two hundred dogs, with fewer than a dozen returned to the shelter.
Everyone works very hard at the TLC. We often become discouraged, because of the continual
need for financial assistance and more volunteers! We would welcome your involvement as we work together to make the world a safer, healthier, happier place for needy dogs.

We are a designated 501c3 not-for-profit organization, with no public funding, so we must operate in the most cost-effective way. We rely entirely on volunteer help. There are NO paid staff members.
Our goal is to enhance community attitudes about responsible pet guardianship. We conduct classes in area school classrooms and also offer instruction for adults. We encourage greater levels of respect, responsibility, and compassion toward both the humans and the animals with whom we share our lives.
We realize that we can’t save all the homeless animals, but we help those we can, working within the framework of the civil laws to protect both the dogs, and human parties involved. We require that all TLC animals be spayed or neutered, and receive any needed medical attention. Potential homes are screened very carefully before placing a canine, always stressing the fact that a long term commitment is involved.

*Work directly to address the pet population crisis: We live in a diverse community where Caucasians are the minority, and we have a weekly Paw Prints newspaper column on responsible pet care which regularly focuses on the pet population crisis. It is printed in Spanish to reach the Spanish speaking community, and in English in various area newspapers.
*Increase awareness of the inhumane treatment of animals: Iowa is sadly rated as the number 2 state in the entire country for puppy mills, Nebraska and South Dakota are not much better.
*Support non-profit animal rescue and advocacy organizations: The TLC works with a network of rescue groups located throughout the Midwest and is a member of the Best Friends No More Homeless Pets Network.
*Assist homeless shelter and rescue animals by financing medical treatment and vet care: We are blessed to have a vet who dedicates time and expertise to help us help homeless animals. We receive a sizeable discount on all medical treatments.
*Fund and encourage spay/neuter programs and clinics: We regularly sponsor Spay/Neuter Voucher campaigns to encourage low income families to have their pets altered.
*Place rescue dogs in loving homes: We have guidelines and a home visit prior to placing a dog in a home. Most of our dogs have already had horrible experiences, so we are very careful that we don’t send them into another bad experience.
*Provide safe havens for animals that have been abused or neglected: Some dogs remain at the TLC Center for days, some for weeks, some for years. Our dear 14 year old Brenna went on several home visits, but just couldn’t cope…the TLC was her home for 8 years until she passed away last fall.
*Educate the public about the horrors of puppy mills and dog fighting: We have been involved in several puppy mill rescues where the awful conditions are unbelievable. Since many of us have backgrounds in education with teaching certification, we are allowed into the schools where we discuss both puppy mills and dog fighting. (There are both mills and dog fighting rings in our area). We have active involvement of both students and faculty from area universities, and we believe that education is the best way to raise awareness, and eliminate the needless suffering inflicted on animals by human cruelty, indifference and ignorance.
*Ensure that perpetrators of animal abuse are held accountable and prosecuted to the full extent of the law. The TLC works closely with law enforcement in the area and with Iowa Voters for Companion Animals, a grassroots Iowa group pushing for better laws in Iowa, for the protection of our animals and the elimination of the inhumane puppy mills that are everywhere. . Other states are exerting pressure on these horrendous mills too. We urge everyone stay aware of what is (or is not) being done, and get personally involved.
