Tonks won't be adoption ready until he has all his vaccines and is fixed. You can foster to adopt. To become a foster to adopt, you'd need to fill out an application at https://www.fromforgottentoforever.com/fosterapplication/
You'd be expected to take him to his vet appointment to get final shots and get fixed. Upon taking possession Tonks it would be expected that half the adoption fee be put down, $175. Once Tonks is fixed and fully vetted you can finalize adoption and pay the remainder of the adoption fee. If this all sounds good, please put in an application.
