His neurological quirks don’t slow him down one bit they’re simply part of who he is. Tommy is currently learning how to communicate through a vibration collar, and he’s picking it up beautifully. He’s smart, eager to learn, and so incredibly sweet. His foster describes him as the most innocent big puppy you’ll ever meet, a boy who has every reason to give up, yet chooses joy every single day.
